Possible Plot?
First off, this is for Tristan's biological brother. He has no adopted siblings because his adoptive parents couldn't have children of their own - and he was the only child they took in prior to leaving the Kanto region.
As far as Tristan knows, his biological family (in its entirety) essentially left him for dead. However, that's not the whole story. In reality, it was only his "real" parents that abandoned him. He has an older brother that noticed that his parents never brought home his little brother on the day that they were supposed to bring him to the family manor. While the parents tried to pass it off as the baby being dead, the lack of emotions that they showed made the big brother suspicious of them.
Of course, he was only 4-5 years old at the time, so he couldn't really do much of anything even when the Celadon police publicized the discovery of an infant boy just outside their city boundaries. He was just a kid back then; why would they believe that he was being truthful about the baby being his brother? It's not like he could prove that the kid was his baby brother without actually seeing him - even if they hadn't met before.
He would have left home to go find him when he was 10 like all the normal Kanto-raised trainers, but his family wouldn't let him go on a journey until he finished college. Big brother traveled & competed in Kanto, Johto, and Hoenn before he had heard rumors that the family who took in the baby found outside Celadon was residing in the Orre region.
As for how he ended up in CipherEx, that's up to whoever takes up the character. You don't even need to use what I came up with for how he ended up in Orre - do whatever you want with that. All that's really important for this character is that he's the only one from Tristan's biological family that cares about him.
