[attr="class","mdhopen"]Historically there hasn't been any wild pokemon in the Orre region, this is mainly because of the vast wasteland, so people would mostly get their pokemon through unconventional means, mainly from bringing them in from other regions. This is how most trainers got their pokemon, although this would have moderatly change in the future, but that was how people lived without much fear of the tall grass. To top it off, Orre as a long history towards crime and the sorts, mainly with it spanning back decades with several crime syndicates, mainly that of the gang known as Snagem and the rather dangerous yet mysterious Cipher.
[attr="class","mdhsub2"]Cipher's Rise
[attr="class","mdhtextbod"]The whole Cipher plan came into light when an ex-Snagem member named Wes rebelled against the group, destroying the hideout and stealing the snag machine. It came to light that the group called Cipher used the stolen Pokemon to turn them into heartless versions of themselves, dubbed 'Shadow Pokemon' with a girl called Rui who was the target of the organisations. This was because because she was the only person who was able to tell if a Pokemon was a shadow or not. This is what caused the two to go on a mission, to snag any shadow Pokemon that they ran into.They were also some of the only people who were able to make contact with the Relic Shrine, an ancient shrine to the Pokemon Celebi to purify those shadow pokemon from heartless beings, to what they originally were. Through this adventure it was revealed that the mayor of Phenec city, Es Cade was actually the boss of Cipher with his true name being Evice, and after a grueling battle on top of the Realgam Tower, was captured with the help of Ho-oh, causing Cipher to fade away as their plans fell apart. Wes and Rui were considered heroes for their efforts, and would go down in Orre's history to stopping this crisis.

[attr="class","mdhtextbod"]For five years since that incident, Cipher didn't really change their ways or anything, no that whole incident made them even more determined on their Shadow Pokemon research, with the intent of making a Pokemon that was "unpurify-able", which led to the creation of their first successful project dubbed XD001, which was revealed to be a shadow lugia, who's body was instead a dark purple. It was through this pokemon that they were able to take the S.S. Libra, and steal all of the Pokemon aboard to create an army of Shadow Pokemon. They did this during their five years of hiding, and waiting for their moment to rise again.
[attr="class","mdhsub2"]Revenge of the Cipher
[attr="class","mdhtextbod"]When Cipher came out of hiding, they struck the Pokemon HQ Lab kidnapping their lead professor Krane to help them with their Shadow Pokemon research. This is where Micheal, a young boy and his eevee stepped up to fight the new Cipher, armed with a snag machine, and purification chamber that was created by the lab just in case Cipher rose again. The boy would do what the hero did before him and capture any and all Shadow Pokemon that was set loose, with them being the very same pokemon who were being transported on the S.S Libra. Through his adventures he battled the Cipher admins and even managed to ally himself with Team Snagem, who wanted to prove that they were the best criminal organisation in all of Orre, so it was more of an 'enemy of my enemy is my friend' situation. This brought Micheal to Citadark Island, which proved to be the new Cipher base, where he fought against the new leader, Greevil and his two sons Eldes, and Ardos to put an end of their affairs, and even faced off against and captured the Shadow Lugia and did the impossible; purified the so called 'unpurfy-able' XD001

[attr="class","mdhtextbod"]It has been years since the heroes of legend faded to just that, legends. It was soon hard for the people of Orre to believe that shadow pokemon existed or that people could see these pokemon. Even the technology in the HQ hasn't been touched in years, and the software for the shadow pokemon has been deemed outdated. While the Agate Shrine still stands, not many people visit that either, why would anyone need to after so much peace in the region? But with so much peace, how long can it actually go unaffected by the touches of darkness?
